Update Run1 Digitization jobs to use OFLCOND-RUN12-SDR-31-01 (ATLASSIM-6559)

John Derek Chapman requested to merge jchapman/athena:Run1DigiART_23.0 into 23.0

After !62318 (merged) all tests need to be updated to use a global conditions tag which contains the /PIXEL/ChargeCalibration folder.
