Add TauCaloRoiUpdater RoI size configuration with ConfigFlags

This MR adds the option to manually set the tauCore RoI size from the config flags. If no custom zedHalfWidth is set, the default value of -999 will be sent to the TauCaloRoiUpdater hypotool, and then the incoming original HLT seed RoI zedHalfWidth will be used instead.

The tauCore RoI sizes can now be changed with ConfigFlags.Trigger.InDetTracking.tauCore.zedHalfWidth/phiHalfWidth/etaHalfWidth
