Closes ATLASRECTS-7563 Remove unused code; after consultation with @stsuno , it seems that this is old code which is simply being archived here. However, this code is available in previous releases and can be referred to there (or simply by looking at the history in git). The remaining application (makeInactiveModuleList.C) is used and should not be deleted.
