address ATR-27010 (to loosen station conicidence when NSW is off)

This MR addresses ATR-27010. Muon.runCommissioningChain will be propagated to Hypo for chains which require 3-station coincidence, which allows them to loosen the conditions when NSW is absent in the HLT muon.

Note: this is not supposed to change the count in the CI tests, as the CI tests include NSW in the HLT muon algorithm. (i.e. affects the count only when NSW is disabled in HLT explicitly by preExec commands).
