TrigPSC+TrigExamples+TrigP1Test: migrate MTCalibPeb tests to CA

Migrate the MTCalibPeb ART tests from legacy job options to CA. This also uncovered a bug when executing the pre/post-commands.

This concludes the framework migration of athenaHLT to support the CA (ATR-26800).
