Tool to make ETs of cells making up e/g cluster available to the user

Updates eFEXTOBEtTool to return vector of cell ET values making up the e/g cluster. Adds new function to eFEXegAlgo to make this possible eFEXegAlgo uses this function when forming the ET cluster itself (to avoid code duplication)
