Changes to SCT DQWebDisplay configuration: add coverage histogram

Include coverage histogram in DQWebDisplay. This histogram is critical to ensure that SCT coverage remains over the needed threshold for good Data Quality.

Move SCT_MissingLinkHeaderErrorVsLbs from LinkLevel to RODLevel display page.

Change algorithm to disable SCT cluster size color.
