Add track cluster matching for reconstruction of fwd electrons to egamma in ITk.
Changes are guarded by a check on the detector geometry in egammaForwardBuilderConfig.py to avoid affecting behaviour when not running for ITk.
Execution of the Reco_tf.py portion of test_electron_Run4.sh using mc21_14TeV.900494.PG_single_epm_Pt10_etaFlatnp0_43.recon.RDO.e8481_s4038_r14362 completes without error.
