Allow quasi-stable particle simulation to be used outside of ISF

John Derek Chapman requested to merge jchapman/athena:AtlasG4_QS_23.0 into 23.0
  1. Add AtlasG4_QS simulator and allow it to be configured on the AtlasG4_tf.py command-line
  2. Enable quasi-stable particle simulation with G4AtlasAlg (used by AtlasG4_tf.py)
  3. Add a test for AtlasG4_QS configuration

This MR does not affect any production configurations of simulation.
