Remove ability to reconstruct 2004 testbeam data: this can always be done in older releases

Remove 2004 testbeam data path. We don't need to run this in 23.0, which is used exclusively to reconstruct Run-1 or later, and record Run-3 data in the trigger.

Open question to TRT experts (@cgrefe, @calfayan, @keener) if this is needed for cosmics: the code implied it but I can't see any obvious reference to this anywhere.

Will provide a small speedup to the code (you always pay something for branches).
