RecExOnline: Adding CA style Global Monitoring job option

Merged Tulin Mete requested to merge tvarol/athena:tvarol-newCAstyleGM into 23.0

First version of CA-based online Global Monitoring job option is added. It is tested successfully in the test partition (to be tested in the ATLAS partition).
