Add algorithm to run the Acts ambiguity resolution

Added an athena algorithm which runs the Acts ambiguity resolution algorithm. The algorithm requires as input an Acts TrackContainer and produces an Acts TrackContainer. The algorithm does not perform a conversion to Trk::Tracks.
