Update SCT coverage histogram loaded in DQ WebDisplay

Sergio Grancagnolo requested to merge grancagn/athena:DQWebChanges into 23.0

The SCT coverage histogram used by SCT Data Quality shifters should consider only LinkLevelErrors. The currently loaded histogram must be substituted with it.
