lower pT threshold for associating hits to jets (if enabled via config)

Having the low pT threshold for associating clusters to jets for trackless b-tagging from 300 to 250 GeV matches the definition of the hybrid sample for the flavour-tagging training studies. This is less error prone, as future Z' sample productions with hits just need to enable the savings of the clusters, without having to worry on the pT scale.
