Substituting hard-coded Z5/Z1 ratio values with soft-coded ones

Francesco De Santis requested to merge fdesanti/athena:hardcoded-ratio into 23.0

The code used the ratio between the Z positions of the first layers of the outer and inner sTGC multiplet in hard-coded form. Now it computes it during initialisation and makes it subsequently available.
