add _minutes10.config files for L1CT

Aimilianos Koulouris requested to merge aikoulou/athena:l1ct_add_minutes into 23.0

add _minutes10.config files for L1CT, so that our tier0 DQ code is processed also per-LB-group. Hopefully adding these config files is enough.

EDIT: later augmented with this MR that actually added the option to plot the histos.
