Trigger MET monitoring phi binning change

Kenji Hamano requested to merge khamano/athena:HltMetMonUpdate_20230612 into 23.0

phi binning in the trigger MET monitoring was not correct. It's fixed in this MR. Also the way to use single lepton triggers is updated.
