TileMonitoring: Fix timing monitoring histograms for E3,E4 from EBA15 and EBC18

Tile jet monitoring algorithm has been updated to fix production of detailed 1D timing histograms for E3,E4 from special EBA15 and EBC18 modules where channels 18 and 19 are used correspondingly for readout instead of channels 0 and 1 as it is the case for normal Tile modules.
