TileRecEx: Add script to run TileTBDump and/or TileTBStat algorithm for Run 3

New script RunTileTBDump.py has been added to run TileTBDump and/or TileTBStat algorithms for Run 3.

The test for script RunTileTBDump.py which runs TileTBDump/TileTBStat algorithms has been added.

The test for script RunTileCalibRec.py which processes Tile calibration runs has been added.
