Updating derivation ARTs in 23.0

The derivation ARTs are currently not running in 23.0 since the line

# art-include: 23.0/Athena

is not currently included in the code in 23.0 branch. This MR is basically synchronising 23.0 with master (so no need to sweep it to master).
