TrigConfHLTUtils: add tests for string2hash function

Some improvements of the utilities relates to HLTUtils::string2hash:

  • modernize hashes2file function by using range-based loop and structured bindings
  • add a performance measurement feature to the trigconf_string2hash utility
  • add unit tests for string2hash

This is in preparation to migrate the code away from TBB's concurrent containers to Scott's CxxUtils::ConcurrentStrMap which is much faster for this use-case.
