Restructure Track Reconstruction

Carlo Varni requested to merge cvarni/athena:RestructureTrackReco into master

As suggested by @goetz we are grouping similar algs and tools in the same project. The tool's interface are not moved.

In this MR I'm moving Seeding, Track Finding Algs/Tools in an ActsTrackReconstruction project. The Ambiguity resolution will be included in this project once integrated in Athena
