Better generic HI calibration
Small improvements in HITowerWeightTool. The run index is estimated once per event instead of once per cluster. There are more default run numbers and thus there should be a valid run number for each type of data, instead of a single hard-coded value for MC. Moreover, the default run numbers can be set by a user.
Also removing some unused header files.
