Projects: Update to Gaudi v36r14

Update the master branch to Gaudi v36r14. The release notes are at https://gitlab.cern.ch/gaudi/Gaudi/-/releases/v36r14.

The main relevant changes are fixes for fmtlib and C++20 in the dev3/dev4 nightlies (ATLINFR-4955).
