skip NSMM or stgc A and B lines if they are not included in the geometry

The muon calibration stream for RUN3 does not contain data from the NSW detectors, therefore @zyan reported a crash when he runs the reconstruction job on the calibration stream and disables the detectors via the corresponding flags. The crash happens since the alignment cond alg tries to read the NSW alignment from the database but the id helpers for the MMs and sTGCs are not loaded, which are needed in the reading of the alignment. Therefore those alignment constants are now skipped if the corresponding detectors are not in geometry as it is already done for the CSCs. cc @jojungge @zyan @sangelid @stavrop
