Resolve inconsistency in L1Threshold descriptive comments

Teng Jian Khoo requested to merge khoo/athena:23.0-L1Threshold-prioritycomment into 23.0

Corrects a comment which contradicts the one where the m_priority member variable is defined, as well as the implementation in L1ThresholdBase.icc and what has been assumed in the menu.
