Configuration of TileL2Buidler tool has been updated to use TileRawChannel container which was really produced during digitization.

Configuration of TileCellBuilder tool has been updated to switch off merging of TileRawChannelContainers produced online and offline in the case of MC and DataOveraly since TileRawChannelContainer produced offline in these jobs is already complete.
