Restructure Monitoring

As suggested by @goetz we are grouping similar algs and tools in the same project. The tool's interface are not moved.

In this MR I'm moving our monitoring/analysis suite in an ActsMonitoring project. This includes monitoring algorithms that can be scheduled during/after reconstruction and the monitoring tools used in IDVPM
