Define vetombts2in triggers exclusively in HI P1 menu

Adding to the other sins of !63802 (merged), due to the lack of tests for PhysicsP1_HI_run3_v1 as opposed to Dev_HI_run3_v1, we ended up adding triggers that were already defined in P1_run3_v1 HI lists to the PhysicsP1 menu as well, which breaks the HLT menu generation for that setup. So this now makes the setup consistent by moving only HLT_mb_sptrk_vetombts2in_L1ALFA_EINE to the P1 menu together with its cousins.

This will actually hide the test failure in ATR-27814 and fixed in !63865 (merged), because the missing L1 item is no longer needed for DevHI due to P1 chains being excluded.
