Add common decode for mdt

Enrico Pasqualucci requested to merge epasqual/athena:add-common-decode-for-mdt into 23.0

This new package has been tested wrt 23.0 and is thought as a common decoder (online/offline) for MDT to reduce the maintenance effort due to the two different decoders we are currently having.
