Add common decode for mdt

This new package has been tested wrt 23.0 and is thought as a common decoder (online/offline) for MDT to reduce the maintenance effort due to the two different decoders we are currently having.

added 23.0 MuonSpectrometer labels

Just an additional point. This package should be added to DetCommon. It has no dependencies from any other Athena package and should be usable by the online monitoring in muon DAQ.

Job restarted. Kerberos authentication problems stopped some CI jobs earlier today.

Hi @cvarni this is a completely new package, that's probably why you do not see modifications.

Even with new packages, I would expect to see them in the "Changes" tab

What can I do for that? Should I try to introduce a small modification?
