Draft: 23.0 zdc utils

Chad Stephen Lantz requested to merge clantz/athena:23.0-ZdcUtils into 23.0

Add ZdcUtils which currently contains a set of waveform classes to be used for both analysis and MC digitization. This directory will eventually contain utilities to automate detector configuration for better reproducibility of MC and reco/analysis.
