Tighten eTAU HM cuts [ATR-27067]

@hillier proposed to use 72 as the firmware value --> 0.1 as the rHad cut in the eTAU40HM, i.e. the only existing HM threshold in the L1 menu. This cut should be better for LLP identification.

Notes:

  • This does not feed any HLT at present
  • There is no impact on other eTAU thresholds, which all cut on rCore only
  • Changing the Medium working point for eTAU rCore requires also changing Tight since !63922 (merged)
