Draft: Fix coordinate system for b-lines
This is a fix of the coordinate system where b-lines are applied. Specifically, the origin is moved in the radial direction from the center of the chamber (as calculated including top/bottom frames) to the center of the active area (without including frames). So there's a ~1mm displacement in cases where the top/bottom frames are not equal. Especially for sTGC QL3, the difference is ~20mm because the origin is defined to be on the cutoff base of the diamond shape.
