Set up eEM1 and eEM2 thresholds based on ptMinToTopo (ATR-26979, ATR-26675)

The doHeavyIonTobThresholds flag is now used to modify ptMinToTopo of eEM items. The eEM1 and eEM2 have different thresholds for HI (1 and 2 GeV, respectively) and for pp (3 GeV for both). ATR-26979, follow up of ATR-26675

There were multiple CI triggers for this MR and commit. The system ignored duplicates but the GitLab pipeline status may incorrectly show the job as failed. Once the remaining job finished running, the CI results will be posted as usual.

Test failures seem to be due to a needed reference update in reco. Offline containers only.

Removing the MCReco/Overlay labels for now but probably should redo the CI when this is recovered.
