[AGENE-2186] introducing functionality to change parameters for run stages in PowhegControl multicore

Dear all,

this is an MR of the changes in !62660 (merged) into the main branch since the automatic sweep failed.

The MR introduces functionality to change configuration parameters during the production of events as requested in AGENE-2186.

@ewelina This should also go into 22.6. Do I need to put a label for 22.6 or 22.0 for this? I don't see an alsoTargeting:22.6 label.
