add mc23c ilumicalfile

Adding ilumicalfile for mc23c as from https://twiki.cern.ch/twiki/bin/view/AtlasProtected/GoodRunListsForAnalysisRun3#GRLs_for_2023_pp_collision_data

Refactor code:

• do not use list variable since it is build-in
• use a dictiorary instead of if branches
• remove unuseful assert

This is for AnalysisBase so targeting main branch (please double check this is correct, of course this should go also in 24.2 release)
