disable failing unit-test PyJobTransforms_RAWMerge_tf

As discussed in ATLASRECTS-7682, the ctest PyJobTransforms_RAWMerge_tf fails since a couple of days because the input files were loaded from a now-deleted private AFS area.

Many of the tests defined in Tools/PyJobTransforms/CMakeLists.txt are actually already disabled because of this or or similar reasons. The DRAWMerge test is certainly not the most relevant of the tests in this package. As stopgap solution, this MR disables this test as well.
