C++ Standard Setting, 23.0 branch (2023.07.10.)

Attila Krasznahorkay requested to merge akraszna/athena:CppStandardSet-23.0-20230710 into 23.0

Setting the C++ standard explicitly in the project configurations before anything else, so that defaults in AtlasLCG and AtlasCMake would not be the ones taken.

This is just one of the issue discovered for ATLINFR-5002 (and more generally ATLINFR-4959.)
