TrigValTools: update (again) data23_cos input

Hello,

This MR is a resubmission of !64238 (merged) , which had to be reverted as it caused some FPEs in the CI. The FPE issue was just fixed in !64322 (merged) , so we can give another try to the new data23 cosmics RAW data file in trigger ART tests.
