Further improvements to truthutils

Andrii Verbytskyi requested to merge averbyts/athena:unification_truthutils_9 into 23.0
  • Inverted logic: instead of isNonInteracting use !isInteracting. Same for DerivationFramework_isNonInteracting
  • Renamed FastCaloSimIsGenSimulStable into isStableOrSimDecayed
  • Use templated functions instead of calling pdg_id
