MuonGeometryCfg - Use kwargs to configure the components

The components in the MuonGeoModelCfg do not exploit the kwargs. Adding the kwargs in the configuration of the alignment alg and the geo model tool is needed to debug the alignment lines later and moved the AccumulatorCache to the GeoModelCfg. Tagging @emoyse as this week main release coordinator. Sorry, I am afraid that this one will pick up conflicts.
