BTaggingSelectionTool interface for different tagging working-points

Adding possibility to define the working points for your tagger as described in AFT-652, in cases where they aren't standard.

BTaggingSelectionTool changes

The BTaggingSelectionTool was recently updated to handle the GN2 tagger - but these changes weren't fully featured.

The GN2 tagger will have working-points slightly different from the "conventional" array of working points, e.g. 60%, 70%, 77%, and 85%. All else being the same, this interface modification simply allows users to specify new working-points manually, e.g. FixedCutBEff_50.

This is one more step in the direction of making the FTAG tools more generic, and will be revisited.
