Adapting TrigJetMonitorAlgorithm to be aware of pp vs HeavyIon running modes

This is work in progress. Triggered by ATR-27788.

Changes include:

  • Removing backward-compatibility to pre-AthenaMT and Run 2 container names.
  • Dictionaries to allow existing jet collections and chains to toggle between pp or HI modes.

TODO:

  • Taking advantage of monGroups.
  • Awareness of HardProbes vs UPC modes (leaving this to HI experts).
