Implementing conditions and flags to build Ringer features under noise constraints

This MR includes a mechanism to study the profile of the rings, in which, by activating flags, the cells will participate or not in the NeuralRinger algorithm, depending on the noise level incidence. This study emulates expected constraints for L0 Global Trigger (phase-2), being part of the investigation in the Isabella Ferreira's QT work, discussed in : ATR-26837 .

The MR does not change the way the default Ringer Algorithm operates today, and no count changes are expected. Flags were implemented to allow production of samples, preserving the current working mode.
