Fix muon segment to muon truth segment links ATLASRECTS-7696

Mark Andrew Owen requested to merge markowen/athena:main_debug_muonSegmentOutput into main

Move MuonSegmentTruthAssociationAlg from MuonReconstructionConfig.py to MuonCombinedReconstructionConfig.py. This should mean the links between muon segments and muon truth segments are written to ESD output.
