Modifying skimming for mc21 HL-LHC samples

Chris Malena Delitzsch requested to merge cdelitzs/athena:main-JETM3-HLLHC into main

The TrigDecisionTool is explicitly set to "" for the xAODStringSkimmingTool as this currently causes crashes when running over mc21 HL-LHC samples and it's not needed for the offline skimming. I verified that the selected events remain the same.
