NSW MMTP RDOs - finalisation

Finalising the inclusion of NSW MMTP RDOs, now that the new data format has been validated.

Using xAOD RDO, as was done for sTGC TP RDOs. Previous ROD decoder updated.

New byte stream decoder updated. A bit of rework needed anyway once sTGC TP will move to most recent data format (but RDOs will be untouched).

Not sure if I have to update references if workflow test runners personally. Also IDs in xAOD RDO selection.xml to be checked if meaningful.
