TrigValTools and TrigInDetValidation: update ART test RDOs to MC23c

Hello,

This MR is updating the RDOs used in trigger ART tests. We move to MC23c RDOs (ATR-27999), therefore we can drop the conditions override that was necessary for a couple of outdated samples.

Only a handful of RDOs still need to be updated, at the next occasion...
