Dynamic Plot Selection Based on IDPVM Flags

Add new "Tracking Recommendation Plots" section to InDetPVMPlotDefCommon.xml and booking/plotting code for runIDPVM

Update eta definitions for IDPVM in InDetPhysValMonitoringConfig.py:

  • Select between InDetPVMPlotDefRun2.xml and InDetPVMPlotDefLRT.xml (for plot eta definition) in HistogramDefinitionSvcCfg
  • Update RttTruthSelection eta configuration in InDetRttTruthSelectionToolCfg
