Lowering pT threshold for ANN tagger

Chris Malena Delitzsch requested to merge cdelitzs/athena:21.2-ANN-tagger-fix into 21.2

Right now the W/Z ANN tagger is not applied to jets below 300 GeV (cut for top taggers), the cut is decreased to match the pT range use for W/Z tagging.
